Research into information infrastructure has long concentrated on how to build it; how it is operated once built has mostly been treated as engineering practice rather than an object of study.
Major service outages in the real world are rarely caused by technology that was not advanced enough
They are caused by how things are operated: configuration drift, unverified change, unclear lines of responsibility, and knowledge lost with departing staff.
"How it is operated once built" has no elegant theory and no standard benchmark dataset, and its results are hard to compare on any single metric — hence the long absence of research.
Yet operations has objects that can be formalised (configuration, state, change, dependency), properties that can be measured (reproducibility, traceability, blast radius, recovery time), and well-defined failure modes that can be classified and predicted.
Six Domain Centres and One Cross-Domain Centre
The six domain centres address the frontier questions of their own fields; the cross-domain centre addresses one question common to all — when the performer changes from a person to an AI, which of the operational assumptions built on "a person will judge, a person will be accountable, a person will remember" still hold, and which must be redesigned.
